DETAILS:

On Friday, December 31, 2021, at approximately 1435 Hours, I, Officer Lam Folk was on duty and assigned to Uniform Road Patrol with the Beautiful View Police Department. I heard radio traffic regarding an armed party at 11222 Dilling Street. There had been an earlier call to the address for a check the well-being which Officer Methel Benny and Officer Kilroy Nanning had handled. During that call, Officers Benny and Nanning learned that the resident, Salem Great Hill, at 11222 Dilling Street, Beautiful View, Sickle County of Flat Water had received a phone call from her estranged husband at approximately 1139 Hours. Salem’s estranged husband was identified as Victor H Peoples with a Date of Birth of 3-3-1968. During this contact with Salem, Officers were able to hear Victor because Salem had her speakerphone function on. Victor did make statements that one of them was going to die today. He told her to leave the house along with “Bubby” (who is their son Flowers), the little girl (Whoisit Waitress) and D Hole (the family dog). Victor was adamant that someone was going to die today. He said that he would that this would happen [Word-for-Word Transcription did not edit fragment] at the Ninth Hour which would be 1500 Hours or 3 p.m. Victor also made the statement “I will lay my hands on you.” Salem was terrified and had no idea what Victor meant by this statement. Officers told Salem to leave her house and to ensure no one was at the residence until Victor could be located.

At approximately 1420 Hours, Officer Benny learned that Hunter County deputies had attempted to make contact with Victor while he was mobile. Victor fled from deputies in his 2007 silver Chrysler 300 with Flat Water license plates XXXXXX. At 1435 Hours, Officer Benny and Sergeant Black responded to a radio call for a domestic violence situation at 11222 Dilling Street. Salem had contacted 911 and advised that Victor had arrived at the house as she was leaving. Victor was armed with a handgun. Salem and all members of the household had fled the address. Officers gave Victor commands to drop his gun, and he was not compliant.

I arrived on scene and met with Lieutenant Tay Winker at 18th Square and Dilling. Winker was the Incident Commander and was assigning personnel to different positions. The following personnel were on scene and in the following assignments:

Officer Methel Benny (rifle) and Sergeant Torey Black (rifle) were in front of 11222 Dilling and on either side of the driveway.

Officer Kilroy Nanning (rifle) and Officer Hans Bowery (rifle) were to the east of 11222 Dilling on Dilling.

Officer Benevolent Hares (rifle) was in sniper position behind 11220 Dilling.

Officer Champs Hill (rifle), Officer Paul Cheeks (rifle) and Deputy Victor Bradford (pepper ball) were to the west of 11222 Dilling on Dilling.

Sergeant Trevin Wreckhigh (less than lethal shotgun) and Deputy Hans Spears (handgun) were on the west perimeter.

At 1500 Hours, I spoke with Sergeant Andy Cayson from Hunter County Sheriff to gather information from their contact with Victor earlier in the day. Sergeant Cayson stated that they had been called to a business called OFLAG 17, LLC where Victor is employed. Victor had been creating a disturbance for some time in the Workplace over Covid and beliefs that the owners of OFLAG 17, LLC  were trying to kill their employees. On this date, Victor had been more out of control and his boss believed that Victor may harm him. Cayson said that they spoke with Victor about his behaviors and concerns. During that time, Victor’s boss told Victor that he was suspended. Victor left the company grounds as requested.

Following the phone call from Officer Nanning, Hunter County deputies had tried to make contact with Victor. However, he was mobile and fled from them. Due to icy conditions, Hunter County did not pursue. Cayson said they believed that Victor was suffering from mental illness. He had been very agitated during their initial contact, but he didn’t meet their requirements for EPC. Cayson reported that Victor had a valid CCW permit. He had served in the Army reserves and appeared to be anti-police. Cayson had no further information regarding Victor.

At 1510 Hours, Sergeant Black requested that dispatch contact the residents of 11220 Dilling and instruct them to get out of the windows.

At 1513 Hours, Echo Deuce (Upstream SWAT Sergeant) advised that the UPD SWAT team was assembling and a UPD Negotiator was enroute.

At 1520 Hours, an Officer advised that Victor had set his handgun on the ground in the grass approximately two feet from him.

At 1520 Hours, I was able to contact Salem Great Hill by phone. Salem advised that there was no one in the home with the exception of two cats. She stated that on Thursday, December 30, 2021, Victor had come to 11222 Dilling Street at approximately 2000 Hours. Victor was upset because he believed that OFLAG 17, LLC was trying to kill their employees in a fashion similar to the Holocaust. She qualified the statement by explaining Victor believed that OFLAG 17, LLC was owned by persons from Germany. Salem explained she hadn’t been too concerned because Victor was suffering from mental illness but refused to get any help. He had a habit of talking about Conspiracy Theories. Before Victor left, he gave her several papers which consisted of Emails and other Work Papers that Victor claimed proved his arguments about OFLAG 17, LLC’s plan. Salem said that she became scared when Victor had called that morning and was so agitated. He started talking about “someone was going to die today.” She referred to the conversation that Officers Benny and Nanning had heard. Salem said she didn’t feel that it was safe to stay in her home and she feared for her safety and that of Flowers and Whoisit. Salem explained that Victor had several guns. She knew that he had a .45 handgun and then 2 (two) AR-15s. She didn’t have any information about ammunition or other equipment.

Salem told me that there was a loaded shotgun behind the door in the basement laundry room at 11222 Dilling. Additionally, her loaded 9mm handgun was in her nightstand in her bedroom. She explained that Victor still had a key to the house, and she was afraid that if he went into the house, he would use those firearms against law enforcement.

Salem said that Victor had been diagnosed with PTSD. She knew that he heard voices and had progressively been getting worse over the last few months. However, Victor refused to get any kind of help for his mental illness. Salem said that he served in the Army Reserves and had completely [sic] two tours in Iraq. He was in the Transportation Division During Those Deployments. Salem thought he had started to show signs of mental illness about four (4) years prior. He moved out of the 11222 Dilling Street address about two and a half years ago. In the past few days, they had been talking about getting divorced. However, neither had Filed for Divorce or Legal Separation. I ended the conversation with Salem but instructed her to answer my call should I need further information. She was also told to stay away from 11222 Dilling until officers advised it was safe for her to return.

At 1530 Hours, UPD Negotiator Troy Micheals arrived on scene. He went down to the front of 11222 Dilling and started trying to establish dialogue with Victor. Around 1532 Hours, I was advised that the suspect’s Chrysler 300 was on scene and in the driveway of 11222 Dilling. Sergeant Hans Buck arrived on scene at approximately 1538 Hours and proceed [sentence ended abruptly]

At 1539 Hours, Officer O’Queen arrived on scene and was instructed to park his cruiser near 10th Street to block all eastbound traffic on Dilling Street.

At 1541 Hours, Victor stored his handgun in a black backpack. At that time, he pulled out a book and began reading it. Officer Bowery advised that Victor was approximately 15 feet from his backpack.    

At 1542 Hours, Sergeant Black instructed everyone to stay off the radio. Officer [Deputy] Bradford was moving by 11224 Dilling and would have a direct shot at Victor’s back. Officer [Deputy] Bradford advised he was deploying less than lethal at 1545 Hours. At 1546 Hours, Easter Pearls arrived on scene to assist with dispatch. At approximately the same time, Sergeant Black advised that Victor was in custody.

Victor was cuffed on the front lawn of 11222 Dilling. He was being uncooperative and yelling that he didn’t want to go to the hospital. Beautiful View Fire arrived on scene and transported Victor to the Beautiful View Medical Center for Mental Health Evaluation. Officer Benny completed Emergency Protective Custody Paperwork.

At approximately 1620 Hours, I contacted Salem and told her that she could return to her home. She arrived about 15 minutes later. Salem again told me how frightened she had been by Victor’s statements earlier in the day. Then when he showed up with a firearm as she was leaving, she was certain that he would have harmed her and possibly himself.

Salem gave me the documents that Victor had given her the previous night. These were marked with the VP and turned in with reports.
